First Nation’s Health Development: Tools for Assessment of Health and Social Service Program Impacts on Community Wellness and Capacity (Saskatchewan, Canada) As part of SPHERU's First Nation’s Health Development: Tools for Assessment of Health and Social Service Program Impacts on Community Wellness and Capacity, this project developed indicators and a framework for use by First Nations and northern health organizations to track the effects of health and human service programs under their jurisdiction on indicators of community health. The first phase can be accessed at ttp://www.uregina.ca/fnh/. Revisions and future directions concerning the Environment domain will now be taken back to the project team and communities for discussion. |

Formation of human-induced lakes in Uzbekistan: The Aydar-arnasay lakes system case study The current development of the Aydar-Arnasay lakes system (AALS), which is one of the remarkable examples of the human-induced ecosystems, depends on numerous political and environmental factors. On the one hand, the political tensions and disagreements between Central Asian republics alter the implementation of the coordinated water policy in terms of agreed water discharges to the Aydar-Arnasay lakes. On the other hand, forecasting change of the regional climate has an uncertain influence on these lakes. The overarching goal of the project is to identify which of the elaborated water management scenarios is the most probable in terms of the future development of the Aydar-Arnasay lakes system. The future development of the lakes system implies such important aspects as features of hydrological regime, including level of mineralization; maintenance of fisheries situated in these lakes, conservation of biodiversity, i.e. wetlands of international importance designated as a Ramsar site and various birds and fish species inhabiting these lakes. |

Classicus et Universus Ensemble In the framework of the Artists-in-Residence project that is new at Hungarian universities, but well known in the United States, the Center for Arts and Culture of CEU is glad to host a quartet of young Hungarian musicians: Zoltán Fejérvári (piano), János Palojtay (piano), Péter Tornyai (violin/viola) and Tamás Zétényi (cello) who will contribute to our community with regular chamber music concerts in the academic year 2011-2012. Assessment of policy instruments for reducing greenhouse gas emissions from buildings The project aimed at assessing commonly used policy instruments (for example building codes, energy efficiency obligations, subsidies or information campaigns) for reducing greenhouse gas emissions from buildings according to their emission reduction effectiveness and cost-effectiveness as well as factors for success. The assessment was based on case studies of implemented policy instruments from over 50 countries. As second part of the project, an online Quick Scan Tool has been developed to assist decision makers on various levels of government in creating policy packages most appropriate to their local context, which consist of the assessed policy instruments. |

Best Practice Policies for Low Carbon & Energy Buildings The project constructs and finalizes energy and GHG emission scenarios that estimate the contribution the building sector can make to ambitious climate change mitigation goals. The scenarios focus on heating, cooling and hot water. The scenarios are based on the CEU 3CSEP’s earlier building energy scenario work for the IPCC, the Global Energy Assessment and the UNEP SBCI. |

Bioethics and Social Sciences This research tries to find new pathways for anthropological engagement in biotechnological fields. One possible solution is offered by the social science and feminist critique of mainstream bioethics discourse, which can open a niche for anthropological expertise on biotechnology related issues. The gender perspective can be employed as a critical tool in anthropological research while addressing, for example, the challenges brought by modern biotechnologies into the world of human relationships. Furthermore, this perspective is useful for revealing hidden power relations in knowledge production and in the creation of expert discourses and normative frameworks. In turn, anthropologists’ engagement with biotechnology can contribute to the rethinking of some fundamental concepts of anthropological theory and practice, such as nature, kinship and identity. |

CEU 20th Anniversary Postdoctoral Fellowship: To Make Dead Bodies Talk At the core of human existence, the bio-archaeological heritage in the form of historical human remains can be considered a repository of knowledge about the ways people interact with both the natural and social constructed world. Thus, the dead make their presence felt in a variety of academic, religious, ethical and social contexts all of which have their justifications and contradictions. Human bodies and how they were treated during life and after death are source material for physical anthropology and a challenge for scholars and the societies they operate in. Physical anthropological research and policies toward bio-archaeological heritage have themselves a variety of social and religious implications. Information gleaned about the human condition from our dead ancestors must be weighed against serious non academic factors in a changing world. Modern concepts of respect for the dead impact the research practices of scholars and the management of heritage institutions. |

Civil Society in Southeast Europe (Blue Bird) The "Agenda for Civil Society in Southeast Europe" was a three-year long research project, surrealistically nicknamed Blue Bird, started with the assumption that the invention of the region requires the construction of a common regional vision and the emergence of a regional public debate. The Blue Bird was an attempt to formulate such a vision and to assist the emergence of civic regional debate in Southeast Europe. The project’s primary ambition was to reflect on the reconstruction of Southeast Europe, both as an intellectual challenge and a policy challenge. The current debate has never addressed the production of knowledge and innovative ideas about the region as a distinctive problem. The international community fails to recognize the lack of local knowledge as a specific and powerful obstacle for the region’s development. This is one of the reasons why the academic community and the intellectual community in general remained marginal in the initial stages of debate about what to do in the Balkans. |

Communicating Sainthood -- Constituting Regions and Nations in East-Central Europe Tenth-Sixteenth Centuries The project focuses on a range of different European regions using the cults of medieval saints and their modern appropriations as a vehicle for studying changing cultural values related to social cohesion and identity. Its main focal points are the interactions between centre and periphery, between the medieval Latin culture and regional interests, political and cultural agendas and their reflection in different media (images, music, liturgy, literature).The project is part of a collaborative research programme with other units in Austria (Institut für Realienkunde, Krems), Denmark (Rituals Centre, Copenhagen), Estonia (, and Norway (Department of History and Classical Studies, Trondheim); each of the constituent units are applying for funding by the respective national research funds in a EUROCORES framework coordinated by the European Science Foundation. The PIs of the collaborative project are Nils Holger Petersen, Gerhard Jaritz, Anu Mänd, Roman Hankeln. The proposed Hungarian project could be associated to the four EUROCORES applicants if OTKA accepts it as an international cooperation project (NN). The Hungarian project will be carried out by eight researchers; three of them will be employed by CEU for three years entirely on the cost of OTKA as post-docs. The research budget will also cover the costs of a major conference to be held at CEU in 2011, and will support the edition of two bilingual source editions in the series Central European Medieval Texts published by CEU Press, and contribute to the digital edition of sermons on Saint Elizabeth, Saint Stanislaus and Saint Ladislas, the publication of the English version of a monograph on the Hungarian Angevin Legendary, and finally a study-volume on the theme. |

Comparative and Interdisciplinary Approaches on Reproductive Cloning and Stem Cell Research CELAB has started this research project in 2005/2006 AY and continued during 2006/2007 AY. In March 2007 CELAB organized a workshop on this topic (see CELAB events). Research objectives were to analyze the dominant ethical arguments and principles governing the regulation of stem cell research; to compare the European and US approaches on stem cell research; to compare the interconnections between regulation of reproductive cloning and stem cell research; to analyze public debates on reproductive cloning and stem cell in a number of EU Member States. This monitoring is based on a continuous analysis of relevant laws and decisions on this topic, these documents are reviewed permanently for the bio-law database of CELAB. The laws and regulations in this field of study are changing very rapidly, therefore no legal and ethical research on this topic can be conducted without having a clear view of the continuously changing legislative landscape; and without investigating the arguments of different stakeholders of stem cell research. Although park-people studies abound, relatively little is known about these relationships in Central and Eastern Europe. Costs and Benefits of Labour Mobility between the EU and the Eastern Partnership Partner Countries (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine) The general aim of the proposed project is to contribute to a better understanding of the determinants and effects of immigration from the Partner countries and the relevant labour migration dynamics of the EU. It further aims to propose a series of recommendations that could improve labour exchange impact on sending and receiving countries through labour migration management that facilitates human capital complementarities. |

CReating Innovative Sustainability Pathways (CRISP) CReating Innovative Sustainability Pathways seeks to identify potential pathways that will aid the EU towards the transition to a sustainable, low carbon Europe. We are funded by FP7, the European Union Framework 7 research programme and are a team of partners from Greece, Hungary, Lithuania, the Netherlands, Norway and UK.To meet this challenge, CRISP reviews current policies and practical case studies to figure out where we are at the moment. We then plan to develop and evaluate alternative scenarios for the future so that we than can hopefully find ways in which we can bridge the gap between where we are today, and where specifically we want to be in the future. |

Developing Models for Implementation of UNESCO Bioethical Instruments Center for Ethics and Law in Biomedicine (CELAB) received a UNESCO grant for developing models for implementation of UNESCO Bioethical Instruments. With this project, CELAB sought to contribute to the increasing international awareness of the existence of these UNESCO declarations. We believe that reflections on and interpretations of these documents should be an integral part of ethics education, policymaking, national legislation and international research and that translating these documents into the official languages of the Member States is one of the best ways to spread the idea of bioethical thinking and disseminate the results of policy-making at UNESCO. |

Diversity and the European Public Sphere. Towards a Citizens' Europe (EUROSPHERE) EUROSPHERE is a European Commission-funded Integrated Project within the 6th Framework Programme. The EUROSPHERE Consortium comprises 17 European universities and research institutes and approximately 150 researchers will be working in the project's different parts and phases. The project is coordinated by the University of Bergen. The overall objective of EUROSPHERE is to develop innovative perspectives on the European Public Sphere and to identify the factors which facilitate or hinder the articulation of a European Public Sphere. Eastern Enlargement - Western Enlargement: Cultural Encounters in the European Economy and Society After the Accession (DIOSCURI) Invoking the mythological figures Castor and Pollux, DIOSCURI focused on current encounters in Europe to predict the ways of cohabitation between the twin economic cultures of the "East" and the "West". Elephant Management - A Scientific Assessment for South Africa The appropriate management of South Africa's elephant populations is the focus of a national debate. In terms of the Biodiversity Act of 2005 and the National Biodiversity Strategy and Action Plan, the ultimate responsibility for establishing national policy in this regard is the Minister of Environment Affairs and Tourism. The Minister convened a Scientific Roundtable (SRT) in January 2006 to advise him on policies regarding elephant management. The SRT concluded that in key aspects, the available scientific information was insufficient for a fully-informed decision (Statements from SRT 1 and 2, summarised in Owen-Smith et al. 2006). |

Employment Impacts of a Large-scale Deep Building Energy Retrofit Programme in Hungary The objective of the project was to produce a report estimating the potential net employment impacts of a large-scale building energy retrofit programme in Hungary. While it is clear that such a programme would generate a substantial reduction of energy consumption in the country, this report quantifies an important co-benefit that can provide a new entry to the policy-making processes – the one on employment. |

Employment Impacts of a Large-Scale Deep Building Energy Retrofit Programme in Poland The goal of the research project is to gauge the net employment impacts of a large-scale, deep building energy-efficiency renovation program in Poland, in the understanding that the low employment rate of the Polish economy makes this a key entry point for decision-making. Therefore, employment impacts strongly correlate with the dynamics of the investments flowing towards building energy retrofits. The study was commissioned by the European Climate Foundation. |

EnGo - Environmental Governance for Environmental Curricula In the former USSR environmental protection was understood as a set of engineering measures; interests and expertise of stakeholder groups were often ignored. As a result, even the best engineered solutions led to unexpected socio-economic problems. This attitude also drove the development of environmental sciences and professional training. Issues of environmental policy (or rather environmental governance) are still considered unimportant in many universities in Belarus, Russia and Ukraine, or their presence in curricula is formal. This, and weak integration in international research communities often lead to a situation when in new curricula novel developments are limited to adjusted terminology and new approaches of engineering nature. As a result, environmental graduates with robust natural science or engineering education have difficulties with identifying environmental problems and suggesting balanced solutions / translating them into sound policies. A related problem is that environmental practitioners and educators do not cooperate; this affects the quality of training and employability of graduates. Evaluation and self-evaluation tools are also far from operational. To address this, we propose (1) to revise BSc courses in environmental sciences in partner universities, upgrading them in general and introducing environmental governance context; (2) to set up at partner universities joint MSc and PhD programs in Environmental Governance, (3) to create a set of textbooks covering multidisciplinary issues of environmental studies, especially emerging and rapidly developing fields, (4) to set-up national permanent seminars of environmental educators and employers and a web-portal, (5) to introduce new mechanisms of evaluation and self-evaluation. Points (2) and (3) include development of curricula and syllabuses, re/training of teachers and short mobility periods for faculty and students, especially in support to international network-building. |

Ethnic Statistics and Data Protection The topic of the research was data protection legislation and case-law of eight countries. In order to receive the required information a questionnaire was prepared, which focused both on the issue of data collection and on minority discrimination. |

EU - China Relations (The China Network) The project initiated by the Prime Minister's Office in Hungary aims to analyze China's domestic state of affairs, its economic growth strategy and its international relations. Based on the analysis, the main goal of the initiative is to draw policy-relevant recommendations that can contribute to enhancing relations between China and Hungary. The project focuses on economic-, political- and trade relations, culture and education, scientific interaction between the two countries and also studies migration patterns. Work is carried out mainly in Hungarian. |

EU Financial Perspectives, EU Budget, Hungary The one-year research project concerns itself with the European Union's common budget and Hungary 's role and interests in its structural review. The main focus of the project is the EU-budget for the period of 2007-2013, an analytic review of its structure, an assessment of potential changes in the budget structure during its mid-term review as well as Hungary 's interests and potential in absorption of funds. European Efficient Residential Lighting Initiative (EnERLIn) The project developed robust scenarios for CFL (energy-efficient lightbulbs) promotional campaigns on European, national and regional levels. At the same time the project aimed to promote a quality charter to assure that the CFL that are marketed and promoted can deliver savings which last over time and meet customer expectations of high quality lighting. Exploring experiences - Good governance exchange on the frontiers of Europe This project seeks to extract useful knowledge from past and present European experiences of promoting good governance, and process the wealth of accumulated know-how about the subject. Such a review has been lacking so far despite the realities that - inspired by enlargement and applied in neighbourhood policies - European external action policies prioritize the promotion of good governance more than perhaps those of any other political entity on the globe. The project will culminate in a four-panel international conference (29 April 2011) where established experts comment and critique the fieldwork-based, policy-oriented analyses of early-career researchers. This approach aims to contribute to the sharing of knowledge and experiences, and provides an opportunity for interdisciplinary and inter-generational synergies to develop. |

Governance of Global Environmental Change: Towards a multidisciplinary discussion in tertiary environmental education in former USSR and Mongolia It is typical for the region of the former USSR and Mongolia that universities and research centres have good expertise in mono disciplinary research, while multi- and transdisciplinary studies are not yet well developed, including environmental sciences. The subject area of the project is environmental governance. Parallel to the development of this subject area, the project will address the quality of teaching towards international standards while taking into account existing quality of contents and teaching methodology, and the cultural and historic characteristics of the region. The project wants to introduce a more interactive and reflective mode of teaching, more oriented towards group work and encouraging inquires into bordering subject areas. It will focus above all on the development of an understanding to why venturing beyond traditional disciplinary boundaries can be useful and rewarding. The focus will be on capacity development and expert support to ensuring state-of-art interdisciplinary content and methodology as well as practical relevance of undergraduate courses with the additional aim to sharpen their innovate character and international orientation. This program will be implemented through a needs assessment, series of contact sessions, and curriculum development work by the participants supported by the core faculty. |
