Academic/Professional experience, and Achievements: 

Dr. Mukhtarov has been recently awarded a PhD in Environmental Sciences and Policy from Central European University. He holds a MSc degree in Environmental Sciences and Policy from the University of Manchester (Central European University), and a BSc from Azerbaijan State Economic University in Baku, Azerbaijan. In 2007/2008 Dr. Mukhtarov was a Chevening Scholar at Oxford Centre for Water Research.

He worked as an IWRM expert for UNESCO International Hydrological Programme, Paris; a visiting scholar at Oxford University Centre for the Environment; a UNDP Researcher in Kazakhstan; and a teaching assistant at CEU. He conducted research on water governance in the UK, Norway, Hungary, Turkey, Georgia, Azerbaijan and Kazakhstan.

Dr. Mukhtarov's research interests center on the issues of policy transfer and change in the area of water resources management and environmental management in general. In his PhD project Farhad analyzed the design and implementation of Integrated Water Resources Management projects in England (in flood management), Turkey (in regional development in the southeast), and in Kazakhstan (national IWRM planning). Dr. Mukhtarov is currently interested to expand his research on Integrated Water Resources Management/ Environmental change in the Middle East and Former Soviet Union and is searching for post-doctoral research and consultancy opportunities.
