“Roma Education in Europe: Rights and Realities”
Drawing from extensive professional experiences in the field, this presentation will reflect on the specific situation of Roma and education in a range of European contexts. It will consider what has – and has not – been done to improve Roma education, including obstacles and opportunities to ensure the effective implementation of educational rights for Roma. Particular attention is paid to the role international norms, including the UN Human Rights Conventions and the Universal Declaration of Human Rights and the Framework Convention for the Protection of National Minorities.
Alan Phillips is an independent expert, who presides over the Council of Europe Advisory Committee on the Framework Convention for the Protection of National Minorities (FCNM). He has been the Director of Minority Rights Group International (1989-2000) and was Deputy Director of the British Refugee Council (1981-1988). He will be speaking in a personal capacity.
This lecture is organized within the framework of “Incorporating Diversity Issues into the Teaching of Public Administration ,” a Course Innovation Workshop implemented jointly by the Center for Policy Studies, Curriculum Resource Center, and Local Government and Public Service Reform Initiative-OSI.
