This course covers the basic elements of administrative law in comparative and European perspectives. The course will first introduce the basic principles that constrain administrative actions and decision-making (accountability and legality), and the cardinal notions of rule of law (including the legal basis requirement) and participatory/deliberative governance in the context of administrative action. Afterwards the course offers a comparative approach, including the European dimension, to the substantive rules that govern administrative decision-making in Europe. The course finishes on a critical review of the variety of remedies available against administrative authorities in breach of their duties. The course is organised in interactive seminars, and introduces students to legal methodology, including case analysis and practical exercises, in addition to the critical analysis of relevant academic commentaries.
