This course provides a review as well as an advanced discussion and analysis of: worldwide trends in fiscal decentralization; alternative models for structuring a multilevel public sector; the concept and practice of the assignment of expenditure responsibilities and revenue authority; the design of various forms of central -- subnational transfers; creditworthiness and the financial risks of local authorities: models for strengthening local own-source revenues; local revenues and user charges and local government budgets.
