Comments to ZOD and my response
Thomas B. Johansson commented on the Zero Order Draft (ZOD) of our text. The following is the list of comments and my initial responses:
- Incidents and fatalities. Thomas questions the rationale for analysing incidents and fatalities. I believe we should deal with these as follows:
- quantify and show that these are not important in relative terms when related to other human costs of energy (such as air pollution);
- demonstrate that these are largely linked to large facilities;
- note that large-scale accidents are nevertheless high on political agenda.
- Levels of security. TBJ questions whether energy security should be analyzed only at the national level or at other levels (corporate, household) as well. My response is that generic issues of energy security are by and large the same at all levels, but strategies of various actors naturally matter.
